Ms. Hunter serves as the Founder of Seaside Advocacy, LLC and is a veteran lobbyist who
specializes in infrastructure issues with a special focus on energy and transportation – issues
she has been working on since the beginning of her career. Her background includes more than
30 years of experience in political and governmental work throughout the state. Her
transportation experience spans multimodal agencies, transit agencies and technology
providers. On the energy front, Ms. Hunter’s clientele comprises a representative sample of
every aspect of the electricity market in California, including investor-owned utilities,
renewable trade associations, utility scale renewable energy companies, distributed generation,
and energy storage technology start-ups.
Ms. Hunter is a leading expert in the regulatory arena with extensive experience working with
the California Energy Commission (CEC), the Public Utilities Commission (CPUC), and Resources
Board (CARB). Additionally, she regulatory interacts with various agencies to advance a variety
of infrastructure projects including, but not limited to, the California Transportation Agency
(CalSTA), Department of Transportation (Caltrans), the California Transportation Commission
(CTC), California Resources Agency and California Department of Fish and Wildlife.
Prior to founding Seaside Advocacy, Ms. Hunter spent more than a decade honing her skills as a
contract lobbyist both as an owner and as an employee. She helped establish and manage three
firms and grew her clientele, experience and reach. As an employee of a major national firm,
she helped establish their lobbying practice in California and expanded her expertise in the
regulatory space by working as a consultant to many energy companies with issues pending
before the CPUC.
Ms. Hunter previously served as an appointee of Governor Schwarzenegger – specifically as the
Director, Office of Governmental Affairs for the California Public Utilities Commission – and
managed the confirmation process for four different commissioners as well as managing all
legislative and budget matters for the Commission. Ms. Hunter also served as Legislative
Director for the lobbying firm of Smith & Kempton/Smith, Kempton & Watts/Smith, Watts &
Company and focused on energy, air quality, local government, and transit and transportation
related issues, working with over 20 different private sector and public agency clients and was
involved in the development and passage of local transportation sales tax measures in several
counties. She began her political career in 1993 in the office of Senator Bill Leonard, staffing the
Senator on energy and transportation related issues. She served as the sole Senate Republican
staff to the historic conference committee on AB 1890 (Brulte) which restructured California’s
energy industry and created the California Independent System Operator (CAISO). Her tenure
with Leonard spanned his time in the Senate and as Assembly Republican Leader.
Ms. Hunter currently is the President of the Board for California Women in Energy, a non-profit
organization dedicated to providing career development and education opportunities for
women professionals in energy and related fields.
McKinley Thompson-Morley has nearly a decade of experience working in state and local government affairs, policy and advocacy. McKinley’s experiences span a wide range of issues, including energy, circularity, business continuity, transportation and more.
Prior to joining Seaside Advocacy, McKinley was an advocate at California Advisors, LLC, where she represented diverse clients in the business, technology, energy and local government spaces. Previously, McKinley represented Gap Inc. at the state and local level, developing internal advocacy strategy and providing policy analysis and government affairs across California, Arizona, Washington, Tennessee and Ohio. She secured policy wins related to textile recycling, organized retail crime, and workforce.
McKinley also spent several years in the state Senate, as a Senate Fellow and legislative staffer. During this time, McKinley developed a deep knowledge of the legislative process, stakeholders and key issues. She worked directly on policy related to local government, infrastructure, energy, transportation, housing and education.
McKinley was born and raised in the Sacramento area. She graduated phi beta kappa from San Diego State University and has a certificate in applied public policy from Sacramento State University.
